Role Objective:
The Human Resources Manager will direct and lead the day-to-day HR and labor relations for the Newberg, Oregon location. The successful candidate will work closely as a Business Partner with the Mill's General Manager, Chief Administrative Officer and the Corporate HR Team in providing professional and administrative support for all HR functions. Including but not limited to, employee relations, labor relations, compensation, benefits, records management, policy and procedure communication, training and development, employment law, and departmental and organizational development. This position is the lead negotiator and main contact with the collective bargaining unit. The successful candidate must exhibit a high level of professionalism at all times while maintaining an effective relationship with employees and managers at all levels including Safety, Operations, Finance, Tax and other areas as required.
Responsibilities:
Leads the labor relations function for the Newberg Mill
Administers the Collective Bargaining Agreement for the Newberg Mill
Follows established recruiting process, including creating and updating job descriptions, gaining necessary approvals, pre-screening candidates, scheduling interviews and conducting roundtable discussions.
On-boards new hires and conducts new hire orientation.
Works with the Benefits and Compensation Team Members as needed including leading the annual open enrollment process for health benefits and employee programs.
Works with the Benefits Department in preparation of employee leaves including FMLA information and forms as needed.
Reports and responds to Workers Compensation claims, completes required documentation and leads the return to work process.
Consults with managers on health and safety matters.
Manages 1 direct report
Prepares annual reports including but not limited to EEO-1, AAP and VETS-100. Responds to employment verifications and conducts investigations.
Facilitates annual employee performance review program.
Works with the Payroll Department to troubleshoot employee payroll issues. Ensures that managers understand and enforce company policies.
Assists managers with performance management, including preparation of employee reprimands and performance improvement plans.
Witnesses and processes employee terminations and conducts exit interviews.
Responds to questions and requests from employees, managers and/or external parties.
Conduct and oversee market pricing activities which include the matching of internal positions to external data using standardized surveys for purposes of making recommendations regarding base salary levels, appropriate grade assignment, total compensation opportunity and hiring ranges for a given position.
Resolve employee questions and problems by interpreting benefit policies and procedures.
Creates and reports as requested.

Minimum travel required.

Requirements:
A minimum of Ten years HR experience required.
Professional (PHR) or Senior Professional in Human Resources (SPHR) certification preferred.
Bachelor's Degree in relevant field preferred
A minimum of 5 years' experience in labor relations. Lead negotiation experience strongly preferred
Strong knowledge of employment and labor law and its proper application.
Ability to work with all levels of management, work under pressure and tight deadlines, manage multiple project deadlines & work independently and in a team environment.
Effective oral and written communication skills.
Must have excellent computer skills to include Word, Excel, PowerPoint, Outlook, etc.
Excellent interpersonal skills.Estimated Salary: $20 to $28 per hour based on qualifications.
